The Vice President of the United States is the President of the Senate and serves as its presiding officer, but is not a senator and does not vote except to break ties. The Vice President rarely acts as President of the Senate unless casting a tie-breaking vote or during ceremonial occasions. As such, the duty of presiding usually falls to the President pro tempore, by tradition the most senior senator of the majority party, who almost always delegates the task of presiding over the Senate to junior senators from his party.

Um, not sure what you mean by temporary chairman, but I'm pretty sure the answer you are looking for is "the vice president," although he doesn't really do anything other than break a tie.

There will be corruption and backroom deals made no matter who gets that position. Experience is nothing more then accumulated mistakes remembered: Ben has a lot of them under his belt. Experience is expensive, unfortunately we the people have paid dearly for his learning curve. Considering that the Washington corruption would always put a crooked politician into that position, it may as well be an experienced crooked politician. The Washington corruption would never fill that position with an honest person because the Washington power brokers would never be able to direct his choices for their political agenda. That is corruption. So, my answer would be yes. Ben would be the best crooked corrupt person to fill that position.

There's no such thing. The senate is generally run by the majority leader, who is currently Harry Reid (D, Nevada).
