Any cell that is very aerobically active. Cardiac tissue has a ton of mitochondria, and their inner membranes have much more surface area than those in liver, for example. more surface area means more space in which to cram electron transport machinery, and higher efficiency.

Rods and cones in the retina are also packed with mitochondria.
