after repeated insecticide treatment roaches still keep coming back.The last pest control guy advise us the only way to get rid of them totally is to strip the apartment.They are every where ,In our Beds,Closets, Drawer,Fridge,Stove you name it.,

That would be a question for your local health department. You probably have a choice of talking your landlord into doing it it or moving. You are more likely to have local ordnance's that would require him to correct the problem if you are in a rent control area.

Personally, I'd move. The roaches are also living within the walls, ceiling, under the floor. Stripping and treating the roaches in your apartment will do nothing for those in other areas or other apartments that are migrating back to your place. It takes a building wide plan of attack with various forms of roach control devices..........and fellow tenants who will will cooperate in maintaining clean living conditions.

You could try the health department, but it might get you evicted as an uncooperative tenant.

Do beware transporting the roaches to your new place, there could be eggs in your furniture, clothing, etc.

If the owner receives subsidies from federal or state/local agencies then they would be subject to government intervention, such as if some of the units were set aside for HUD. I have agree with other posters, I'd consider moving. And I'd think be very careful about what you bring into your new place - roaches will hide in hour furniture and boxes when you move.

By the time you wait for the government, you should just get up out, I'm sorry but I would freak and just move the hell out.

I don't know if the government has the authority, they might condemn the property instead.
