Because it is a long standing Management (the bureaucracy) strategy to blame Labor (the workers, the Union) for its own mistakes and incompetence. A good example is the industry perpetuated myth that "the UAW has driven American auto manufacturers out of business" -- while that same industy says nothing about the extravagant compensation packages and perks lavished on incompetent high-ranking executives.

Go back to school and please try to pay attention when your English teacher lectures to you about grammar. And, by all means, stop blaming your teacher for your lack of attention and commitment to school.
