Saudi Arabia is a Kingdom.It's form of government is a Monarchy. Pakistan has a Federal Parlimentary system.

Pakistan has a constitution that requires a democratically elected government, a constitution that has been periodically suspended by military leaders launching coups (the last was Musharraf). So asking that question is like why America has to have elections.

I guess for the same reason Musharif cant be the president and leader of the military at the same time....even thought that is the case with Pres. Bush and most every other leader in the world...still trying to figure that one out
