You must have a moustache -- If you don't have a moustache, you're not a P&Ser, no exceptions. That's the rules.
Oh wait! I was thinking of firefighters.
To be a P&Ser, you have to be the type of person who likes oxygen and breaths it on a daily basis, and also know how to play the kazoo at least a little.

1) no morals ( or atleast hide them well)
2) ability to make fun of others
3)atleast 10 violations
4) atleast one deleted account adds "street cred"
5)be accepted by one of the families, either by name or just that they "accept" you...such as the McCains or Damns
6) if female they have to be hot or easy...either / or
