Contract with America was formulated when Newt Gingrich was a representative. The line item veto was declared unconstitutional. Now every idiot attaches his favorite graft vehicle to any bill pending and his cohorts vote for his if he votes for theirs. AMERICA !! WHAT A COUNTRY!!
