Are you asking because you are getting an error message saying something about contacting your system administrator? Or are you just asking out of curiosity?
If you're getting an error message then...
- if the computer system is YOURs then YOU would be that administrator. There can be any number of reasons why you would receive an error message like that.. either you do not have an account that has the administrator privileges required to do whatever it is you are trying to do.. or some function is not working on your computer and you are getting a stock error message that has nothing to do with whatever it is you are trying to do other than to say "hey maybe someone more tech savvy should handle this".
- if you are on a system that is owned by your employer then you would want to contact your company help desk.

the system administrator is whoever manages your computers. this usually only applies to large families with many people using one PC or PCs in a computer lab. if you are the sole owner of your computer, you are your own administrator.
