I keep hearing Republicans repeat the mantra "it's safe and effective"... yet I don't see any evidence?

what do you mean by "submitting"? agreeing with anything the questioner says? is that really effective?

um... if you could post those top secret numbers about the lack of numbers of deaths from waterboarding... I would appreciate that...

do Repubilcans think that the Government not releasing any information about a program means "it's safe"?

and "done properly".... it doesn't seem like most care about it being "done properly".... and they seem to almost seem to not want it done properly?

Top CIA agents can only last about 13 seconds when submiting to it, that sounds effective to me.

Nope, on the contrary:

Waterboarding consists of immobilizing an individual on his or her back, with the head inclined downward, and pouring water over the face to force the inhalation of water into the lungs.

Although waterboarding in some cases can leave no lasting physical damage, it carries the real risks of extreme pain, damage to the lungs, brain damage caused by oxygen deprivation, injuries as a result of struggling against restraints (including broken bones), and even death.
