Water adheres to the surface of glass. So you get this ) surface, where the water adheres to the glass on the sides and dips in the middle. The answer to the plastic cylinder is the same, except that I'm not sure about whether that's true. In my memory, water leaves a meniscus with plastic tubes also and for the same reason.
