It has to do with the Great Compramise but what?

The Legislature is divided into two parts because the Senate represents the people of the country as a whole and the Congress represents the constituents of the state. Thus, the Senate addresses the concerns of the country while the Congress solves the problems of the state.

At the time the framers of the Constitution were working on it, the big issue of the day was how much power the new Federal government would have, and how much would remain with the states. Small states feared that larger states would use the Federal government to impose their will upon the smaller states. The larger states felt that because they had more people, they should have a larger voice.

The great compromise was that representation in the the House would be based on population. So the more populus a state, the more votes in the House. But the Senate would be equal representation regardless.

This in one reason why the Senate has slightly more power than the House, but all tax bills must first start in the House.

The senate gives all states equal representation regardless of size....the house gives more representation to the larger states.....
