this is the artist I'm talking about. But I would like to know how to at least connect the limbs and head to the cloth or tutorials on how to make it if possible.

They look like latex pieces glued to a faux fur body. You can use mask-making techniques to build molds for the parts

And the sewing is just a lump of faux fur from the fabric store, stuffed with polystyrene beads or fiberfil.

Most of what I saw there looks like it's sculpted of clay or maybe cast of resin. I didn't see anything that looked like a doll with a cloth body. If the doll is to be decorative only, not for use by a child at play, glue the limbs and head to the body with craft glue. I'd recommend Tacky Glue. It's very good, but isn't expensive or hard to find; you can get it at any craft supplies store by that name: Tacky Glue. It's thicker than normal old white glue, and holds almost anything to almost anything else once it's dry.
