What is going on during this particular scene, how does it relate to history, and what does it mean?

This is a really interesting question from a number of perspectives.

The question AS POSED represents a screenplay writer's effort to bring history to life by distilling down to the ultimate essence what is Jerusalem's value and its paradox.

Salidin and Balian are both pragmatic men of the real world caught in great political movements driven by the spiritual world. God is on everybody's side in this movie. Overall, Salidin has a clearer grasp of the situation because fundamentally the Balian character lost his faith. Balian cares only for the corporeal world.

Put another way, is any brick and mortar building worth dying for? A sane person would say no. In reality, the Crusades were about wealth building and politics on the European side and religion/spirituality on the Islamic side.

The question relates to history because then and now and during the thousand plus years since the time of Christ, possession of Jerusalem drives men and societies to conflict that results in millions of deaths of good people.

Nothing means for the was not worth to conquer with such losses of lives. But when he said everything, he made a gesture which clearly indicated that without Jerusalem no achievement will be completed. And history says this romans took the city from jews and muslims from romans. And now again jews in control. The nation have the most strength controls Jerusalem.

First question what is Jerusalem worth? It depends on it's inhabitans, and who they worship. In previous times It was the city of the ancient Jewish kings. Kingdom of Heaven refers to the the holy reign prophesied, by the Cristian messiah, that his kingdom would be established and reign for 1,000 years.
According to the Jehovah's witness that reign begin in 1914, in the heaven. After Armageddon a time when the wicked will be removed from earth, and Satan will be imprisoned for 1,000 years in , what the bible calls the abyss, to science what may be consider a black hole in space.

nothing because some nations do not recognize Jerusalem as an entity; and everything because three religions desire to govern over it---the Jewish people and the Muslims. It is consider to origin for the three religions; and two of these are at constant war over it---everything

The city, in and of itself, isn't worth much. It has however great spiritual and symbolic meaning.
