At my school, students cell phones are confiscated. Sometimes for days, but usually just until a parent comes to pickup the phone. This recently caused someone I know to be nearly fired. Are students required to hand over their phones if they are seen during a studyhall, and if so, can administration look through the phone?

They have the right to respect the rule and leave the electronics at home or have them confiscated. Not sure how your friend got fired over breaking the rule, however that changes nothing. You do not have the right to bring those devices to school and the school has the right to confiscate them in accordance with their policy.
