You have two seperate questions here.
Don Von Tress was a country songwriter whom in 1989 wrote a song called "Achin' Breakin' Heart". His friend Billy Ray Cyrus got a hold of that song and changed it to "Achy Breaky Heart" in 1991 for his 1992 debut album "Some Gave All", which hit #1 on both pop and country charts. The song was overplayed everywhere, especially dance floors, but has etched its place in history at #89 on the VH-1 Greatest One-Hit Wonders of all time.
The sad part is that the album minus this song had great merit, especially the title track written as a salute to the military veterans.
Don Von Tress toured with Cyrus for seven years before starting a solo career after that moneymaker.
