Genetics mostly. Some hairy because of cultural differences. I think it's wonderful to not shave the legs. Do women call hairy legs 'suede stockings'?

All women can be hairy. Some just choose to shave it off.
Excessively hairy women usually have Polysctic Ovaries.

It has to do with genetics as well as the woman's ethnic background. Brunette women of Mediterranean ancestry tend to be the hairiest of all. I've seen some girls that already have sideburns and small mustaches by the time they are in their early teens.

*ALL* women are hairy if they are adults. Some shave, some do not. The amount of hair varies by ethnicity.
