~Richard Nixon and Spiro Agnew were secretly partners in the consortium that built the Watergate complex. Nixon steered the building contracts to his buddies for a kickback and made millions. Agnew was included in order to buy his silence and cooperation. It is estimated that between them, Nixon and Agnew made about 3.5 million on the deals. Eventually, they both were forced to resign their offices when the truth came out. Then Gerry Ford stopped the IRS from prosecuting them for the tax fraud involved.

A group of burglars, Cubans actually, hired by Gordon Liddy (I think, but the link below is from the Washington Post, the details will be there) and led by Howard Hunt, broke into the Democratic National Headquarters in the Watergate Hotel early in the morning of June 17, 1972. They were there to plant electronic eavesdropping devices.
The scandal came out of the belief that the White House had ordered a cover up to distance the President from any wrongdoing.
The tapes referred to were from a recording system in the Oval Office. They recorded some conversations between the President and numerous people, though none ever actually referred directly to a cover-up of the White House involvement with the Watergate Burglars (or Plumbers as they were called). There was an 18 1/2 minute gap in the recordings, accidently erased by the President's personal secretary Rose Mary Woods while they were being transcribed.
There had evidently been a recording system of some kind in the oval office for many years.
The initial cause of the break in was the effort on the part of Creep (Committee to Re-Elect the President) to sabatoge the Democratic candidates. Most of this stuff was pretty basic. Sabatoging the opponent goes on all the time, and has for years.
The Plumbers had also broken into the office of a psychiatrist treating former Rand Corporation employee Daniel Ellsberg, who had published a report through the New York Times on activities of the Rand Corporation and the CIA in Southeast Asia.
Effects: There was a meltdown in the Nixon administration about this time. Vice President Spiro Agnew resigned after a scandal involving his political life before becoming the Vice President was disclosed.

The Republicans were spying on the Democrats to make sure they stayed in power. There were tapes made of these conversations. Someone stole some tapes, and current administration voices were heard.
The after effect of this was the resigning of several government officials including President Richard Nixon, who would have been impeached for this act.
