My solution is always gift bags, like party favors almost.
I buy cute smaller to medium sized winter or Christmas gift bags. You can fill them with almost anything:
Nail Polish
Cookies (who doesn't love cookies)
Starbucks Giftcards
Candy Canes
Magazines
Cute stuffed animals
Earings, bracelets,
Hot chocolate mix
Stickers
Ribbons
Candles
Cute socks
Be creative
Love,

One of the cutest things I got last year was a hot cocoa kit that my friend made herself. Really easy...
Get jars with lids at a thrift store, a container of powder cocoa, a bag of mini marshmellows, a bag of chocolate chips, some candy canes and some ribbon (all cheap items)
Then start layering the ingredients in the jar, kinda like sand art. You can put the chips on bottom, then some cocoa, then some marshmellows, a little more cocoa, crushed up candy canes etc, make your own designs and fill to the top.
Put ribbon around the jar and add a little tag with the ingredients, instructions, or a message from you. Really cute and cheap. You can do this with brownie mix too if they add their own water and eggs (just make sure to include the directios on the tag)

What I did for my friends is a bought some cheap PJ's form target and put those in a basket with popcorn, cocoa, nail polish, face masks and candy. Then I included an invitation to a slumber party. It is really fun ad expensive.
