I am wondering if it would be bad for the clutch to mount it under a vertical output engine (12.5 briggs and straton)

This is a chain saw clutch and they operate in any position. Remember a saw uses a special chain a standard roller chain won't work.

Being a centrifugal clutch it doesn't care how it's mounted.
