I'm 21 and she's 17. Could I get in trouble by like her parents for just meeting her and just hanging out with her an making out with her? Not having sex.

To "meet" someone? Any age you want.

If you mean "meet and have sex with" then the answer is that the younger person must be at least 16 if there is less than 4 years age difference between them, or at least 18 if the difference is more than 4 years.

17 and 21? Means it depends on your actual birthdays whether it's a violation of the age of consent law or not if you have sex.

Whether "making out" breaks the law or not depends on what you do.

The definition from the Florida Statute is:
(a) "Sexual activity" means the oral, anal, or vaginal penetration by, or union with, the sexual organ of another or the anal or vaginal penetration of another by any other object;

Note though that until she's 18 her parents have a legal right to order you to stay away from her even if all you do is talk.
