To round a number to the nearest ten, you first look at the one's place, which in this case has the number five. Normally (meaning unless you're instructed otherwise), you should round to the next ten if the one's place number is five or above. If the one's place has a four or less, than you just change the one's place number to a zero.

In this case, the answer would be 30, but if the question were to be 'round 24 to the nearest tens place', then it would be 20.

25 is halfway between 20 and 30. Generally for rounding when a number is halfway between possible answers, the even digit is picked. In this case, pick the "2" in 20, instead of the odd "3" in 30.
