There is NOT a support order in place, the non-custodial parent does NOT even know where the custodial parent lives and has had Zero contact due to that. So in the state of Kentucky how can 'arrears in child support' be justified?

David---if the custodial parent received 'assistance' then wasn't that agency responsible for getting a court order for support within a reasonable time frame? The custodial parent knew where and how to reach the non-custodial parent and admitted to such. What are the responsiblities of the government agencies to contact the non-custodial parent for support?

If there is no child support order, then legally there is no money owed.

Once you file for custody/support of the child, the arrears start from that day. When i filed for primary custody of my son (with a child support order which i think they do automatically) It started accrueing. Took almost 2 years before i started getting payments because the courts and everything was so slow. I was a little bit upset because i had been taking complete care of him for maybe 18 months already before i filed for the primary custody and i never got any support for those previous 18 months.

If the custodial parent receives public assistance such as AFDC then the non-custodial parent may be held responsible for that amount.

The agency does not need a court order to collect support.

well it varies from state to state ...

[Here] you can't get anything unless you get a support order and even with that, arrears don't start until that date you went to get the order, not when the child was born, sucks!

Regarding your 2nd part question ...
The agency will eventually catch up, again this is here in California, they will take away the license and they will start charging interest, however you have to at least report their name to them.

Do whats right, think about the child the hell with the order.
