The reason good scientists can't predict the human brain like "a weather forecast" is because THEY DON'T KNOW "SH*T" ABOUT IT. I'm sure there are many scientists who do think they know and try to predict but they are deluded. I want to give you a reference to a couple books on this.
John Horgan; "The Undiscovered Mind, how the human brain defies replication, medication and explanation."; The Free Press, N.Y. NY, 1999.
Horgan is a noted science writer and used to be associated with Scientific American Magazine. The second book is in case you are truly interested in what is known about the development of the human brain, an introduction:
Scott F. Gilbert; "Developmental biology, sixth edition"; Sinauer Associates Inc., Sunderland Mass. 01375, 2000 p.422
The quote on this page says, in essence: The stunning order and complexity of the 10^11 neurons (and 10^15 glial cells) of the human brain is an awesome challenge for science to understand.
