several weeks ago i was able to change it. don't know if i hit something by mistake but,now i can't change it.

You don't say what Windows edition you have, so I shall take it you have Windows XP SP2.
If you have photos in MY PHOTOS and you want to make one of those the background, then just right-click on the photo and on the menu is the choice SET AS MY DESKTOP BACKGROUND and click on that.
However from the START button go to CONTROL PANEL and then click on DISPLAY and there you will find all you need to change it, if you want one of the choices given by WINDOWS.

if you are wanting to change it from something saved on the computer go to control panel from there go to apperances and themes then go into change computer's desktop. Scroll down and pick the background you like. If you are trying to set something from a CD or Intrnet site try right clicking on the image and then hit save as background

this is so easy..just on the desktop right click and go properties , then desktop or it will be backgroud.. choose your back groud and have fun.
