I would get them each an age-appropriate Christmas-themed book. There are tons to choose from under $5 (mostly soft-covered), and I'm sure they would each love it if their big brother read to them!

7 year old a webkinz (its a little over 5dollars but its great)
5 yeaar old maybe some nice hair accesories or a small toy (not clothes littlelittle girls dont like those as much as toys)

Arts and crafts stuff. Crayons, construction paper, glitter, sqiggly scissors. Walmart or even the dollar store is cheap!

Get them like hair accessories. You may have a dollar store near you, u can get nice scrunchies and pony holders for hair. Check ebay for jewelry also. See if you can get a jewelry lot. An example is these scrunchies are $2.50 for two.

how bout something homemade if you wanna put some time into it. use their pictures and make an ornament or something.
