I believe they are. They gain power by corroding minds, defacing property, and killing for drugs. They popularize the gangster image; the same image that is leading our nations youth to poverty and illiteracy.

No. Though if a gang is operating in multiple states, there are probably any number of pretexts for federal involvement....
