Straw helps grass germinate by retaining a bit of moisture, helping the seed from becoming airborne & blowing away, and keeping critters from eating. Hay can do the same thing, but may also contain weed seeds. If you're planning to plant grass seed, seek out straw instead of hay.

It doesn't help grass GROW...just germinate and get started.
It helps retain a bit of moisture, which the seeds need in spades or they die quickly, and also may run a bit of interference with the birds.

Just keeps the sun from drying the soil up. Not needed in the early spring or fall.
