The tradewinds are located around the tropic lines--capricorn and cancer. Those are 20 degrees from the equator, so they be somewhat less than 20 d and somewhat more than 20 d. I'll let you figure it out. I live in Hawaii at 22 d and I have trade winds.

The winds across the United States move from West to East, and the US is located between your given latitudes.
I don't know of a specific area, but that is a general region.
