Pardon, friernds: It is because they have to get rid of their nitrogen excretions in water. Amhibians give off ammonia, NH3. Birds and reptiles, which are further evolutionary advanced, excrete uric acid. Mammals excrete urea.

While the previous answers are great for their technical reasoning - and they're right, don't get me wrong! - it seems you've all overlooked one very important thing.
...namely, the definition of an amphibian. Here's what the Merriam Webster Dictionary says:
"1: an amphibious organism; especially : any of a class (Amphibia) of cold-blooded vertebrates (as frogs, toads, or salamanders) intermediate in many characters between fishes and reptiles and having gilled aquatic larvae and air-breathing adults."
What this means is that these types of animals are somewhere between water-living creatures and land-living ones. So they need water to survive. Where you've got water, you tend to have a higher humidity, and therefore you get the moist environment.
In other words, it's just the type of animal they are.

Unlike the skin of reptiles, birds, and mammals. Amphibians do not have a way to contain the moisture in their bodies. The top layer of skin, the epidermis, is very thin and therefore porous.

Because their bodies can not hold water like ours do. Amphibians breathe through their skin somewhat. Since air can make it through their skin, water can too, which is why they dry out if not in a wet environment.
