Iowa and New Hampshire are the first two states to have primary elections. They do not really have more "political power" however many see the results of these primaries and vote based on the candidate that won those states.

The answer really lies in primary politics. New Hampshire Primaries and Iowa Caucus are early on in the primaries for both parties and candidates want to set the tone and pace of their campaign early on. The earliest states, regardless of size have an impact on the election as a whole.

Because electorial votes are meant to help balance it out. Otherwise small states would have very little say in political canidates and laws.
