I attending a college in Texas from 2002-2005. During the fall of '05 Hurricane Rita distrupted school and I never returned. I never made my last 2 payments to them because i didn't return. Now 2 years later I want to return to school in another state, but my old school will not release my transcipts. Can they do this????

They sure can, and they will.

You might have a case to dispute it, so go ahead and try. But you might have to either pay the last 2 payments, or repeat the classes at the new school. Which option is cheaper?
