Comma after said and also a comma after O'Connor, because "who also wrote Cuss Control" is not the crux of the sentence.

And close your quotes.

No, the way I read it there should not be. You don't need a comma when a sentence goes directly to what the character said.

I think there should be a comma after O'Connor. You need a close quote.

Like this:
Finally, O' Connor, who also wrote Cuss Control, a book on cursing, said "There is this sense of entitlement we have."

Which is basically this sentence with embellishments:
Finally, O' Connor said "There is this sense of entitlement we have."

------
Unless you meant this: (Note the second quotes is a continuation of O'Connor's sentence, no capital on "there".)

"Finally," O' Connor who also wrote Cuss Control, a book on cursing, said, "there is this sense of entitlement we have."

Which is this sentence:

"Finally," O' Connor said, "there is this sense of entitlement we have."

Read them aloud with each comma as a short pause.

I am surprised that no one else has mentioned that the comma after "Finally" is unnecessary. The correct way to write this without changing or re-ordering the words is:

"Finally O'Connor, who also wrote Cuss Control, a book on cursing, said, "There is this sense of entitlement we have."

Note that the title of the book should be either italicized or underlined.

If you can change the words, I might go with this:

"Finally O'Connor, who also wrote a book on cursing called Cuss Control, said, "There is this sense of entitlement we have."

The best idea might be to rewrite the entire paragraph.

Not necessarily, you could use a colon if you want. But there should be a double quote after the period at the end of the sentence and then a period after that, i.e.
....have.". (period to end the sentence which O'Connor said, then double quote to finish enclosing the quote and then period to end your own sentence.
