First thing you might do is check the structure. If your ceiling is attached to 2 x 4 beams, forget walking up there; or adding to much weight.
Second: You left out other relatively important details. What size is the attic; or area you wish finished. How much electrical work would you like installed? Do you have an area where a permanent stair case can be installed without blocking the hallway to a bathroom etc? What are you expecting for flooring? Ply? MDF? Particle board? Will you need insulation? Heat? AC?
Initially I'd suggest the pull down staircase for access. (not pull down ladder). Then define how large a space you want liveable or for storage. Determine if the rafters/ beams/ trusses, that exist are substantial enough to create this area. define how much electrical work you want done; and so on.
First of all should be the access. Obviously an electricain, insulation tech, etc. could use a ladder, but.....
Without knowing at all where you are; I'd suggest $40 per hour plus for and electrician. Perhaps as much for a carpenter. The staircase might actually cost as much as the other work you want done.
Finally and with no offense; I can't see how you can get exact/accurate dollar amounts here.

without knowing the size of joist and the unsuported span of the joist cant say how safe it is? but you should be ok if you spread the weight... You can get T and G chip brd that is designed and sized for doing the job -in the UK from B and Q! I would use a plank or board to spread my weight over the joists- until you get started- use screws to fix them- use a good quality self taping chip brd screw- a cordless drill driver will make life a lot easier for you- using T and G ther is no need to cut the brd to the joists and is like putting together a jigsaw - just make sure they are well screwed into every joist and stager the joints like a laying a laminate floor to get a perfect result

The doc is right but I would like to add something to his answer.
If it were me, and it was my house, I would not even consider it unless the botom cord of your trusses (that is the board that makes up your celing) are at least 2x10's that span from one to exterior wall to the other (your exterior walls are the only walls in your house that have any type of bearing in them, because those walls run all the way down to your foundation.)

Your home could have a loft thats 80 feet square or 800 foot square....
GET SEVERAL QOUTES from good tradesmen

PS..... its not cheap.... if you intend to use your loft for storage only then you can simply board over the original joist but if your intending to use your loft as a room then you must cross re-enforce the floor area with more joist to take the extra load.

If your willing to do alot of the work your self then you should be able to keep the budget to under £3000 inluding a window and proper flooring.planning and inspectors are a real drag that bumps the cost up

first have a word with your local building control office ..they will tell you what you need to do so as to comply with building regs ..if you don't ..you will be throwing money away as well as breaking the law ...you will not live in the house forever and you will not be able to sell it ..and you could be made to strip it out and turn it back to what it was before ....be sensible !...how do i know?..ive been a builder for over forty years
