In order to unlock the Class A vehicles in Midnight Club 3: DUB Edition, you need to have won at least 54 Street races. It has nothing to do with percent completion.

I am guessing he is talking about Midnight Club 3 DUB edition? You will need to win against many racers in detroit to gain access to class A cars
