Parts stores sell plastic fuse pullers/installers or use a tweezers.

You can use a small screw driver and slide it in behind the fuse just enough to grab the lip around the top and pry it out toward you. Anything rigid and small will work.

tweezers.. plastic are better but metal will do if you don't insert them to far and just put the new one in by hand.
