The better question would be, which wrong country would we invade? Which leader would we wrongly accuse of having WMD's?

Well, I know for a fact that Guliani didn't. He got on the phone as soon as he found out, trying to see what was needed.
I think the little earphone in Bush's ear went quiet, from people being in shock. He has no working brain cells so he couldn't fill the gap, he just had to wait till they got back to tell him what to say.

It depends how long it takes them to recover their OODA loop.
An unconventional, asymmetrical, 4th generation of warfare attack is designed to get inside an OODA loop and disrupt it.
W was shocked, in those 7 minutes, he observed, oriented, decided, and acted.
There are no immediate action drills, for how the President reacts to an attack that happened several minutes prior.
It is much better to get the OODA loop running again before making command decisions in a vacuum.

This is nothing more then Michael Moore nonsense. I am no fan of Bush, but we have no idea how any president reacted when the country was attacked before. With 24 hour news broadcasts the president does not have the chance to compose himself before he greets the public, like prior presidents did. There are lots of things to critize Bush for, this 7 minute nonsense, is not one of them.

i LOVE how people say he did the right thing by not scaring the elementary kids... uh... why couldn't he close the book, look at the kids & say something to the effect, kids, i know that i'm here to visit you today, but being the president & all, i've just been told that i'm needed for something really important & i need to do my job...etc. etc. but then again, that would take some level of intelligence on his part.
