I think the northside of Chicago deserves one! They haven't had professional baseball there in 100 years! LOL
Mexico City, San Juan, Vancouver and Portland (OR) have been bantered about for a while. I've always said bring an AL team back to St. Louis since they are the only metropolitan region to have over 100% attendance-to-population ratio (3.55M fans in a 2.5M area).
San Antonio, Memphis, New Orleans, Salt Lake City, etc. would be some interesting places. I serious doubt Las Vegas will ever get a team because of the legalized gambling issue being so sensitive!

I don't think they should expand. There are probably more teams than is good for the game as it is right now. There could be some thought of moving some franchises, but the ones which would move would probably be bad ones--are the towns without baseball so hungry for it that they really want an inferior product? And do the fans of teams which have been bad for a long time--like the Royals--really deserve to lose their teams.

Look for the Devil Rays to move to Orlando. It WILL happen! Presently the D-Rays play at Tropicana Field which is a dump and far from the main population. They were again, last in attendance in all of baseball and their future in that location is very dim.
Things are so bad there that they played three of their home games at Disney's Wide World of Sports field just to see if the Orlando area was receptive to having them there. It's was SRO.
Orlando can support a major league franchise and with all the other attractions in that area, attendance would be exceptional. It's actually on the table as we speak!

My first choice would be nowhere but, I think all major sports will expand as time goes on so this is my order:
Buffalo they show awesome support to their Bills and Sabres
Little Rock this place needs a pro team the support they give the razorbacks are amazing they would have no problem keeping a team there
Nashville great baseball city with the AAA definetly big enough city to hold a team
With that I think they should move the Rays or Marlins there they have no support in Tampa and Miami!

Any new city in the MLB should receive a team already in existence. I strongly believe that there should be AT LEAST 2 less teams, and as many as 6 less, for the good of the game.
I could see the Devil Rays in Orlando, with new ownership. Move the Royals to Las Vegas.

Why ?
4 million proven and reliable potential baseball /sports fans within a 50 mile radius of wherever that stadium would be built
In addition those fans have the wealth needed to support a team
Small towns like Nashville , New Orleans & Las Vegas can't touch those kind of numbers

I dont want to see any new franchises either and I have long been a proponent of MLB contracting by about 6 teams .
But if contraction is not possible then maybe team movement is .One of the reasons that the "small market teams "can't compete with the larger markets is that the fans can't afford the same ticket price as the those fans in the larger markets can, Suffolk County doesn't have that problem.

I don't think a franchise would work in New Orleans. Nashville and Memphis are both big baseball cities. The St. Louis Cardinals AAA team is the Memphis Redbirds and they sell out every game and have a huge amount of fans.

I would probably say sacramento. They have a good following for their AAA team and if they could get a stadium built downtown it would attract alot of fans. It would also make sense since they could be placed in the American League west since that division has one less team tahn everyone else anyways. Its a growing city and its surrounded by the bay area and Tahoe so there would be alot of local area fans. The other city I could think of would be New Orleans.

I think Las Vegas.
Torrists = Fans (depending if they are good that year) = Lots and Lots of money income. But the crime, violence and betting might is probably a reason why MLB wouldn't want a team there.
How about Long Island? We could use a few more teams.
