Totally varies from 15 to 75 mph depending on road conditions and city location. Phoenix & Scottsdale freeways are mostly 55 mph, though everyone goes at least 70. The 60 East into Tempe & Mesa area is 65 mph and so is the freeway to Tucson from South of the 60 onward. Central Phoenix area, all streets even the major 5 lane arterials are 30-35 mph. Most suburb streets are 40-45 mph. You basically have to watch for the posted signs, but in general you won't get stopped unless you are at least 7 mph over the limit.

out of town interstates are 75, intown, some are 65, others 55. Major roads intown are normally 40 or 45, although most people don't drive that slowly on them. Residentials are all 25, unless otherwise posted. Pretty standard speeds otherwise.

residential streets 25 unless marked different.
school zones 15 when you see a sign facing you resume posted speed after crosswalk
major surface streets usaully 35-40 depends what part of town you are?

It all depens on where you are at. On the I 10, 101, 202, the 60, residential etc.
