Bush (and Cheney) have certainly pushed the unitary executive theory (many have suggested this is in response to Cheney's experience with Richard Nixon's impeachement).
However, I wouldn't suggest the damage is irrevocable.
What is needed is a president who understands that the constitution is more important that his/her desire to simply make unquestioned decisions, or a congress with the strength of will to reclaim it's right as a co-equal branch (particularly in regards to war powers).

Yes they are definitely out of balance and I would pray that it could be reestablished. If we can get people in there that won't misconstrue the Constitution for their own personal agendas and get rid of all the crooks (dems & reps) then maybe we have a chance. Yes they have too much power and they abuse it profusely. That is why all their ratings are low.
My point is not just the executive branch... All the lame politicians that we the people have elected.

Irrevocably? No. After all Bush and Cheney leave office in 14 months.
Leaders lead, autocrats rule. Bush is no leader, and so went with a heavy hand that the former Republican congress was happy to oblige and the powerless democratic congress is unable to address.
Put a leader back in the Whitehouse and end of problem.

The checks and balances is a wonderful thing and its why we do not have a king , dictator, or other.
Problem is that the executive and legislative branches have forgotten that they also need to work together. Or you get what we have had since Jan 07. Absolute BS.

We can only pray that Dick & Bush haven't destroyed the very foundations of our way of government. Bush has made it Very Clear that the president has WAY TOO MUCH POWER and how easily it can and has been abused. The term "Fast Track" must go,thats been Bushes way around congress ever since he made it law.

No I don't think the Exec is too much out of whack but a lot of the Supreme courts rulings a plumb whacky.
balance can and will be restored when we get a truly conservative President with a set.
Reagan got congress working pretty good with little more than an ink pen.
Specially designed to veto as much foolishness as necessary.

Just because President Bush gets all the blame doesn't mean that he has any more power. Most of the blame is not direct just any indirect way to claim he was responsible.
added: you will find that should a Democrat become President the attacks will stop.
