Try freecycle.
http://www.freecycle.org.uk
Register in your local area and post a wanted ad.
Also ask your local charity shops. They often get donations of wool and it really isn't worth them selling the odds and ends.
A cheap add in the local classifieds might work too.

This is a lovely idea. In the UK, the prem baby units sometimes get yarns given to pass along to their team of tame knitters. If you're in the UK I'l start you off with some buttons, but most of the preemie patterns won't need them, just a ribbon or a twisted yarn cord..
You could ask to put a note up in your local yarn shop for people to pass on odd balls of baby yarn to you, and the shop might save you odd bits and pieces too, from knitting up sample garments. how about a card in your local supermarket and/ or paper shop too?
Other than that, you could do a search on Yahoo groups for your local Freecycle group and put out an appeal there.

Are you planning on washing, carding and spinning the wool?
What a job.!
But consider that neonatal patients have very sensitive skin and wool would not be appropriate.
You need a synthetic yard that is extremely soft and hypoallergenic. Watch garage sales and eBay for good deals on yarns. Or check with Wal-Mart. if you have an official group they may give you a good price break.

You could also approach your local paper to see if they would put a little item in for you, explaining what you want to do, and asking for donations. Happy knitting!

You can also join a yahoo knitting group and request help
You can put up signs at your local churches and even the grocery store, give a phone number so people can contact you, or an e-mail address, and pick up with a friend along.
