Not only to keep Iran at bay, but he lied to his underlings to make himself look stronger. In turn, the underlings, when question by CIA and UN people thought that he did indeed have them.

That may be so but it does not excuse George W Bush from his lies.
George W Bush went before the nation in the State of the Union Address and
In the January 28 speech, Bush claimed that "the British government has learned that Saddam Hussein recently sought significant quantities of uranium from Africa." That assertion was similar to claims made previously by administration officials, including Secretary of State Colin Powell (CBS Evening News, 12/19/02), that Iraq had sought to import yellowcake uranium from Niger, a strong indication that Saddam Hussein's regime was reconstituting its nuclear weapons program.

In fact, the Niger story, as documented by journalist Seymour Hersh (New Yorker, 3/31/03) and others, was based on crudely forged documents. In addition, the administration's own investigation in March 2002 concluded that the story was bogus. As one former State Department official put it, "This wasn't highly contested. There weren't strong advocates on the other side. It was done, shot down" (Time, 7/21/03).

SO BUSH USED WHAT HE KNEW WAS LIES TO SELL THE WAR

He was using the bluff of WMD to keep all his enemies at bay, internal and external. He was lying to his own top generals about having them. I just read the book by the 2nd in command of the Iraqi Air Force, who reported the entire general staff were told there were no WMD's a week before the invasion, they were depending on having them for the defense.

Saddam knew how to keep his crazy people in check through brutal means. He needed to increase his aggression because the people were more aggressve.

Iraq will be a very hostile place until the oil runs out. The violence wasn't always a way of life before the discovery of oil. They were farmers and sheepherders beforehand.

Everyone in the world knew he was a crazy man and his two sons were worse than he was. It's best to just leave people like that alone; they will eventually implode themselves.

What's your point?

No - the people died because Bush BOMBED and SHOT them knowing full well that there were no WMD's.
