This is a fraudulant phishing e-mail trying to get you to click on the link and give them information that will let them access your account. If you mouse over the link and look down in the corner of the e-mail window, you will see, instead of a clean paypal URL, either just a collection of numbers or a complicated mess that may or may not include Paypal.
If you really want to check, do not click on the link (which Paypal and eBay never offer) but go directly to the paypal site, login and check your messages - you won't find this one there.

Be careful that could be a spoofed email. Don't log into your PayPal account from the email, type it into your browser. Try calling paypal it's also possible someone tried hacking your account. On the phone you can get things resolved quickly. First try logging in by typing paypal.com in your browser though, it could just be a scam email.
