I used to like this guy & I told him that as well.He replied with a "I would have said yes,but I'm not looking for a relationship right now".That was one year back.
This year,we're much more friendly since we share a class together & we're feeling more comfortable(last year,we were very nervous around each other.more-like strangers).
Very recently he has started teasing me & making comments at most thing I do.Or he keeps staring at me as a joke & when I tell him that he has a much nicer view outside he says "but I have a better view in front of me".He gives me certain hidden compliments such as "You should have been a prefect instead of so & so" & "It's so graceful when you play the piano".
Does this mean he's trying to get my attention or is he just playing around with my feelings.
p.s. another thing I noticed is that the extent of his teasing is much less when the guys are around.

C'mon now. I've been at it for the last 30+ years and know that I can understand this in spite of the pegs of rum I've been consuming for the last 3 hours.

I think it means he is too scared or doesnt understand exactly how to intimate his feelings. I do the same thing. if it were not for my fiance courting me then we probably wouldnt have ended up together. Some guys just dont know how to flirt correctly.
If I were you i would always look deep ito his eyes, touch his arm in a way you wouldnt do a friend. Maybe even give him a kiss. Its sounds like you will have to make the first move.

It sounds very much like he is interested in you. You might want to come straight out and ask him. Many relationships have begun in similar ways as this. If you are looking to date him than I would suggest talking to him about that possibility.
