Well normally people always put the big important buildings in the center because that's where most of the business and people were. Plus, the center of the town was always thought to be the most important part....

BECAUSE THE CITY BEGAN IN THE CENTER AND SPREAD OUTWARD NOT BEGINNING AT THE CITY LIMITS AND SPREADING IN TOWARD THE CENTER. THINK ABOUT IT BEFORE YOU ASK THE QUESTION.
