i ran my mouse over the bottom like people have suggested in other questions and nothing is popping up. i don't think it's hidden, it's just gone. what should i do?

How about hovering at the top, left or right of the screen? It is worth a try.

Hit F11, or when you hover the arrow up by the top of the screen, once it appears, on the very top bar, on the far right, next to the red X, there is a box with 2 squares, click on that.

You can open Control Panel select "Task Bar and Start Menu" and under task bar Tab Select "lock Task Bar" click OK and finished.

Try this to recover, Control-Alt-Delete to bring up Task Manager and select File -> New Task and enter explorer.exe.
