if the bumper cover is not complex in shape, perhaps but in the vast majority of cases - for practical reasons - no. Real body shops would charge too much to fabricate one, more than most would be willing to pay.
What most shops would (or should) do if they cannot get parts from the MFGR anymore, is to scour the internet and other sources. For example, if I'm looking for something I can't find anywhere else I might try uneedapart.com, which is basically a site where you tell salvage yards what you want and they reply if they have that part with a price/condition/color (depending on the search description).
If someone is experienced enough, most things can be found... most.

Not likely...one would have to make a mold from a good existing bumper to get the shapes and curves correct as well as mounting flanges. Best to try to find a good used one from a salvage yard or try some bumper repair companies that buy up damaged ones and fix them. A good local body shop should have names of companies like this.
Bumpermedic.com is a company that specializes in doing bumper cover repairs also.

Yes it can be done - though it is not a easy or cheap process.
There are molds involved - and those are expensive - even to make.
I have built a few custom bumper covers - the easiest way to replace your is to find one at a salvage yard and have it color matched.

NO.. is the simple answer., remaking a bumper from scratch is very expensive.. get one off a scrap car, and have iot repainted if it needs to match.

yes, but it will be costly... you should try finding a similar car in a "junk" yard and buying the bumper off of it before it gets demolished

look in phone book under bumper replateing thats where the bodyshops get all their bumpers from and resell to you they do all bumpers and plaistics moldes
