what I mean is - After I finish drawing with pencil,I'll scan the drawing and edit it in adobe photoshop...the problem is,I don't know how to make the outline of the drawing black...If I don't do it,it will surely be a handicap picture...haha..so,somebody please help me...I'll give the best answer 10 points...

You ought to be able to click on the little paint bucket, the color black, then the area you want filled.

Make sure all of your lines are connected or you'll bleed into other parts of your drawing.

First, keep in mind that not all objects in a color drawing need to be outlined.

However, if that is the style in which you wish to work, I have two suggestions.

One is for you to ink the outling before scanning. A solid, black line should scan well and the image, in Photoshop, will show it, clearly. Then you can color, at will.

Another is to draw in the outlines after you've scanned the pencil drawing. You can, either, take the pencil or brush tool and draw it, freehand, after choosing the thickness of the line. It CAN be done with a mouse, but it takes a LOT of practice, and, even for an experienced artist, it goes pretty slowly. Two, better alternatives is for you to purchase an inexpensive graphics tablet, which can be purchases for as little as under $50. (often less) Drawing on one of these, using the tablet's stylus is much more natural, and, in Photoshop, can nicely mimic the line texture and thickness of a good ink pen. And, of course, you can learn to use the path tool (looks like a pen point) in Photoshop. You create a path on your image, and, once completed, you can "stroke" the path with the color and thickness you want.

Duplicate the layer (so you have a spare to go back to) and apply a brightness/contrast layer to it Layer > New Adjustment Layer > Brightness/Contrast and tick the box to group it with the previous layer. Then adjust the contrast and brightness until you achieve a black, this will take some experimentation as applying too much of one property will reduce the weight of your lines. Alternatively duplicate the layer and set it to Multiply and repeat as often as needed.
