I have heard numerous rumors that he has had someone close to him die from a Drunk Driver,if that is so then how can he rule over these types of cases.Wouldn't that be a conflict of interest?

Don't know who you are talking about, since you don't give your location or his first name, but...

Generally, in the US judges can be asked to recuse themselves from a case if they have a bias toward one of the parties. The side that wants him out asks for this and states the grounds. But you need more than a rumor, some actual facts are always nice in court.

Even if the judge believes he can be objective, he may recuse himself if asked to "avoid the appearance of impropriety".

if he had someone close to him die that would be considered conflict of interest but wouldnt keep him from doin his job as a judge as far as background u should be able to get that from the court house as fare as finding wheather someone died close to him that would be personal and wouldnt be said unless he wanted it to be public
