Is this the only solution for having local, state, and federal governments which respond to the will of the people?

yutsnark, you are technically correct, but implied in my question was the idea that this action would be a Second American Revolution, and that legality would be a moot issue.

Today's American Culture is nothing like it was 200 years ago. Tell your Representatives and Senators to do their job. It's time for a REAL Constitutional Convention.

Ironically, we can't "fire" our elected officials -- and that's one element of the constitution we ought to consider changing.

Of course not. Look around you. The people in office are the BEST we have right now. Most ppl you walk by on the street are inbred mutants. I don't want them running my country.

I think we're too big now. I doubt a convention would be able to arrive at a consensus on anything.
