Not a Hillary plan - she is not part of the NY state government,
It is a Spitzer plan.
As a fellow Dem she did not want to go on record opposing him.
It says she's loyal to her state representatives.

i guess what cons fail to realize is that next to bush, hillary looks positively BRILLIANT.
but don't let me get in the way of yet another 'question' that is really just a childish insult to hillary.
